水利现代化战略绩效评价指标体系构建

Construction of the Indicator System in the Strategic Performance Evaluation of Water Modernization

基于现有的水利现代化绩效评价的现状和问题,从战略角度出发提出了水利现代化的战略绩效评价体系。创新运用平衡计分卡的理念和框架,以可持续开发、民生水利为战略导向,以水利现代化的综合效益为中心,构建水利现代化战略绩效评价框架和指标体系。以水利现代化规划和建设较为完善的广东省为例,使用结构方程的方法进行水利现代化战略绩效评价体系的实证分析,验证了水利现代化战略绩效评价体系的科学性和实用性。

Based on the current situation and problems of the existing water modernization performance evaluation,this paper proposed strate gic performance evaluation system from a strategic point of water modernization concept. Using the concept and framework of the Balanced Scorecard innovatively,taking the sustainable development,the people＇s livelihood water conservation as a strategic guide and taking the o verall efficiency of water modernization as the center,it built a strategic framework and performance evaluation index system of water modern ization. Taking Guangdong Province as an example,which in the planning and construction of water conservancy modernization is more per fect,this study used structural equation methods for empirical analysis of the water conservancy modernization strategy performance evaluation system,and confirmed the scientific and practical of the water modernization strategy performance evaluation system.
