基本公共卫生服务均等化领域问题界定思路及其应用

Methods of Defining the Problems in the Area of Equalization of Basic Public Health Services and Its Application

目的:明确基本公共卫生服务均等化领域存在的问题是有效落实相关政策的基础与前提,探索界定这一较新领域存在问题的思路与方法,并进行实证应用检验。方法:综合运用内容分析法和专题调查法搜集资料,通过专家意向论证检验问题是否趋于饱和,并将上述思路与方法在常州市进行实证。结果:通过期刊文献的内容分析,遴选出基本公共卫生服务均等化领域的23类问题;专题调查增补了11类问题。最后,专家意向论证显示问题已趋于饱和。结论:不同群体对问题的认识与关注程度有所不同,体现在通过不同途径搜集的问题有不同侧重,因此,对于较新领域存在问题的界定,必须通过多元途径进行遴选与完善,综合应用内容分析法和专题调查方法是可行途径。

Objective： Defining the problems in the area of equalization of basic public health services is the premise of implementing this pelicy. This study explored the methods of defining the problems in relatively new areas and then made an empirical application test of it. Methods： This study defined the problems through literature content analysis and special survey, and confirmed whether the list of problems was completed or not through a survey of experts intention. Then, this study applied this method to define the problems in this area in Changzhou. Results： 23 problems in this area were found by literature content analysis and another 11 problems were added by special survey. Intention survey showed that the list of problems was completed. Conclusion： Different stakeholders always focus on different problems. As a result, the problems collected in different ways are different. Therefore, it is necessary to collect problems in relatively new areas in more than one ways. The combination of literature content analysis and special survey is an effective way.
