北方某省乡镇私人诊所生存现状的个案研究

A Case Study on the Existence Actuality of Township Private Clinics in a Northern Province

乡镇私人诊所在社会转型期间为中国基层医疗卫生条件的改善做出过不可替代的贡献。以某北方资源大省一家乡镇私人诊所为例,采用个案拓展的研究方法,将这家私人诊所的生命史置于中国城市化医疗改革的背景之下加以研究。研究发现乡镇私人诊所的诞生、发展和衰落始终处于国家和市场的双重压力与夹缝之下。在十八届三中全会"鼓励社会办医"的方针政策引导下,乡镇私人诊所的合法性空间与制度化进程尚需进一步探寻。

In the period of social transition, the private clinics have made great contribution to improving China＇s basic medical and health conditions. Taking a township private clinic in a big province of northern China as an example, this paper studied the life history of the private clinics under the background of China＇s urbanization and medical reform with the research method of expending a case. The research shows that the birth, development and decline of the private clinics are always under the double pressures of both the state and the market. Under the guideline of ＂Encouraging the social capital to establish medical institutions＂ proposed in the third plenary session of the eighteen People＇s Congress, the legitimacy space and institutionalized process of the township private clinics still need further exploring.
