政府向社会力量购买图书馆服务发展探析

近年来我国诸多领域开展了政府购买服务的实践,图书馆行业也开始有所涉及。政府向社会力量购买图书馆服务,将有助于推动政府转变职能,创新服务方式,降低运营成本,提升资源利用效率,激发图书馆活力,提升服务品质,有效满足公众的文化需求。目前,政府面向社会力量购买图书馆服务已经具备一定的现实基础:法规政策保障,财政投入持续增加以及国内外实践的借鉴和参考。政府购买图书馆服务需要认真解读政策文件、制定具体实施意见,勇敢解放思想、快速转变意识,规范购买流程、建立健全购买机制,有的放矢、因地制宜,培育和规范社会力量,建立信任关系。
