African Governance Issues and the Governance Experience Exchange Between China and African Countries

中非治国理政经验交流是中非合作大有可为的新"增长点"。对于当前仍面临严重治理问题的非洲国家而言,政治发展的主题不仅仅只是政治民主化,也包括同样重要的国家秩序、治理能力和政治稳定等问题。中非双方完全可以在民族建设、国家建设和政党建设等领域进行坦诚的经验交流与互鉴。中非治国理政经验交流不宜过多探讨或辩论双方在意识形态和政党制度上孰优孰劣,应充分尊重甚至赞赏非洲国家自主选择发展道路和发展模式及取得的成就,而非中国经验的简单复制或单方面介绍,同时坚持"自主"、"平等"和"相互学习"的原则。此种治国理政经验交流,不仅有助于中国提升自身在世界发展领域的话语权和影响力,也能为非洲国家提供发展借鉴,并有助于它们探索适合自身国情、洲情的发展道路。通过南南治理合作来推动非洲国家的政治稳定和经济社会发展,正是当代构建中非新型战略伙伴关系的重要诉求之一,也是日益崛起的中国所应有的大国责任的重要体现。

China-Africa governance experience exchange is a new and promising ＂growth point＂ for China-African cooperation.The themes of political development in African countries facing serious governance challenges are not just political democratization,but also including issues,such as social order,governance capacity and political stability,etc.China and African countries can have candid exchanges and mutual leaning of experience in the areas of nation building,state building and party building.This kind of experience exchange should not analyze or debate too much on the difference of ideology or political system between the two sides,and China should fully respect and highly appreciate the African development paths and modes which were chosen by themselves and the achievements they have attained,adhering to the principles of ＂ independent＂, ＂equality＂ and ＂mutual learning＂ rather than simply introduce or copy China’s experience.Such kind of governance experience exchange will not only help China to raise its voice and influence in the world development field,but also provide African countries with development reference and help them to explore their own development road.This kind of South-South governance cooperation promoting African political stability and economic and social development is one of the important goals of the new type of China-Africa strategic partnership,as well as an important embodiment of China’s rising international responsibility.
