城际轨道交通建设与城市规划间的协调关系思考

Coordination between Urban Planning and Intercity Rail Transit Construction

城际轨道交通作为城市群交通系统中的重要组成部分,对于城市群和城市内部的交通运输网络、空间地域和产业空间组合等有重要影响,能够引导并改变城市规划。文章结合城际轨道交通的特征与城市规划的基本内容和任务,分析城际轨道交通建设对城市规划及城市发展的影响,提出城际轨道交通项目建设过程中应当坚持协同发展、优化空间结构、引导城市合理发展、交通一体化等原则,以关中城际铁路线网规划为例分析了城际铁路建设与城市规划的吻合性。处理好城际轨道交通建设与城市规划间的关系,不仅有利于形成高效的交通运输网络,更能合理引导城市空间结构、土地利用、人口分布,促进城市群区域协调发展。

As an important part of city cluster traffic system,the intercity rail transit has an important effect on the trans-portation network, spatial territory and industrial space combination of the city clusters and inner city, wich can guide and change the urban planning. Combined with the basic content and task of urban planning and the characteristics of intercity rail transit, in this paper, the effect of intercity rail transit construction to urban planning and urban develop-ment is analyzed , the principle such as cooperative development,spatial structure optimization, guiding urban rational development, and traffic integration during intercity rail transit project construction are put forward, taking the intercity rail transit planning of Guanzhong as an example, the anastomosis of intercity railway construction and urban planning is analyzed. Properly dealing with the relationship between urban planning and intercity rail transit construction, not only conducive to forming the efficient transportation network, but also can reasonably guide urban spatial structure, land use, population distribution, and promote coordinated develop between regions of city clusters.
