摘要
分析了我国建筑承包商在工程中出现的不会索赔、不敢索赔、不懂索赔的"三不现象",得出了导致"三不现象"的原因,主要有计划经济的影响、业主与承包方地位不平等、承包方对索赔的错误认识,以及承包商粗放的管理模式等,并且提出了相应的解决对策。
