液化天然气国际话语权博弈与中国的应对策略

随着液化天然气对全球地缘政治的影响增强,液化天然气国际话语权博弈也日益加剧。目前把天然气输出国论坛(GECF)转变为一个天然气卡特尔的条件尚不具备。美国液化天然气出口将有利于建立其液化天然气国际话语权,强化其地缘政治优势,但是近两三年内还不会产生实质性影响。亚太已经成为液化天然气博弈的焦点地区,液化天然气国际话语权博弈将对中国产生重要影响。中国的应对方略包括:建立东亚天然气交易枢纽、推动国内天然气体制改革、鼓励天然气进口多元化、积极参与和构建国际能源治理机制。

The game playing of LNG international discourse right is becoming more and more intensified with the increasing impact of LNG on global geopolitics.At present,it is impossible that GECF converts into a natural gas cartel.U.S.LNG export will contribute to constructing its LNG international discourse right,and strengthen its geopolitical advantages,but this will not produce a substantial impact in the next two or three years.Asia-Pacific has become a focus area of LNG game playing.The game playing of LNG international discourse right will have a significant impact on China.China's coping strategies include establishing trade hub of East Asia,promoting reform of domestic natural gas system,encouraging diversification of natural gas import,and actively participating in and constructing international energy governance regimes.
