摘要
定向就业执行的有效性是衡量"少数民族高层次骨干人才计划"政策成败的关键。研究表明,定向就业管理过程中存在执行偏差问题。造成该问题的原因是多方面的:政策认知偏差和宣传不到位导致政策执行受阻;政策执行过程中存在较严重的重控制、轻服务的倾向;政策目标群体偏好的变化导致政策执行处于虚置状态等。基于此,确保政策执行忠实于政策目标、完善契约关系等构成了化解该政策执行问题的关键。
The effectiveness of the" oriented employment" is the key to measure success or failure of the policy of "the program of high - level backbone talents from ethnie minorities". Studies have shown that there are some problems such as inconsistency and implementing deviation in the managing process of the "oriented employment" policy. The problems are caused for several reasons, including the policy implementation obstruction caused by policy cognitive bias and ineffective propaganda, the serious unbalanced trend of intensive control and neglecting service in the process of policy implementation, and the policy implementing false caused by the preference change of the policy target groups, etc. Therefore, the key of resolving the policy implementing problems is to ensure that the policy implementation should be faithful to policy targets, and the contractual relations should also be improved.
