摘要
对策拟定是品管圈的关键环节,决定着医院品管圈活动的最终成效。通过分析中国医院品管圈大赛的两届参赛圈组的资料,就目前医院品管圈在对策拟定与分析、评价与筛选、整合与排序、以及改进计划制定等实施流程的现状及其存在问题进行分析,探讨对策拟定环节操作流程优化的改善建议,并首次提出开放式的圈外参与机制,从而使医院品管圈的对策拟定环节更加科学、规范、完善和有效。
Strategy formulation, which decides the final result of the quality control circle（QCC）,is a key section of the hospital Quality Control Circle. Through analyzing the materials from the contest of China Federation for Hospital Quality Control Circle, the paper analyzed the present situation and problems about the strategy formulation, strategy appraisal, strategy integration and sorting, planning of QCC, and discussed the suggestion for process optimization. The mechanism of outside participation is put forward for first time. The ultimate goal is to make the strategy formulation of hospital QCC more normative and precise.
