公私合作的投融资模式日益成为公共基础设施建设和运营的主要选择之一。地下基础设施建设成本更高、风险更大、周期更长,在理论上提倡公私合作模式的观点很受欢迎,实践中许多城市也纷纷采取公私合作模式开发地下空间。南京市地下空间开发利用走在全国前列,投融资模式多种多样,对南京市地下公共基础设施的案例分析发现:(1)包括公私合作模式在内的市场化融资是地下公共基础设施的发展方向;(2)选择公私合作模式要对地下基础设施的物品属性有明确认识;(3)项目分解、拓宽融资渠道等将有利于降低风险,推进公私合作模式在地下基础设施建设中顺利进行;(4)政府部门和建设企业的责任、义务和风险要进行明确界定,保护双方利益;(5)融资是一种主动性行为,不能强制。

The public-private partnership pattern becomes one of the main choices of public infrastructure construction and management. The cost of the underground infrastructure constructed is higher,the construction risk is larger and the construction period is longer. Therefore, many scholars think that in the underground space development the public-private partnership pattern should be applied. Nanjing City is one of the best regions to make use of underground space,the research on the utilization of underground infrastructure with PPP Pattern in Nanjing shows： first,the market outlet margin is the trend of underground public infrastructure construction; second,if we want to choose PPP mode,we have to peg out the property of underground infrastructure; third,the project decomposition,widening margin outlet etc. are advantageous to lowering risk and pushing forward PPP mode in the large underground infrastructure construction; fourth,the responsibility,obligation of both the government section and construction enterprises should have explicit definition,both parties＇ benefits should be protected; fifth,the financing is a kind of active behavior,should not be a compulsive action.
