试论柔性治理方式在消防管理中的应用——以企业消防管理为视角

On the Application of Flexible Governance in Fire- fighting Management——Talking about Enterprise Fire- fighting Management

随着公共治理模式的勃兴,柔性治理方式也逐渐兴起。面对频发的企业重大消防事故,除传统的政府规制手段外,柔性治理方式不可或缺。对柔性治理方式的基本内涵、主要特征进行界定,并在分析企业消防管理现状的基础上,提出以柔性治理方式完善企业消防管理的合理化建议,对于预防和遏制企业重大消防事故的发生或将有所裨益。

With the booming of public governance model,flexible governance is gradually on the rise. To deal with the frequently occuring severe fire accidents in enterprises,both traditional government regulation and flexible governance are indispensable. Thus the basic connotation and main features of flexible governance should be defined. On the basis of the analysis of the status of enterprise fire- fighting management,this paper proposes some reasonable suggestions on perfecting enterprise fire- fighting management through flexible regulation,which will be beneficial to the prevention and restraint of severe fire accidents in the enterprise.
