新型大国关系框架下构建中美新型军事关系的必要性与可行性分析

Necessity and feasibility of establishing a new Sino-US military relationship under framework of new type of great power relationship

推动构建中美新型军事关系,是中美两国领导人在构建新型大国关系框架下达成的共识。这一政策导向对中美两国和世界都具有重要的积极意义。具体而言,构建中美新型军事关系可以推动中美两国长期稳定发展;可以在一定程度上缓解东亚问题,同时重塑亚太地区安全架构,为中国发展创造稳定的周边安全环境。当然,构建这一新型军事关系也具备了可行性基础:首先,中美两国国家利益的契合和交汇为构建这一新型关系提供了利益基础;其次,全球化时代下国际社会机制化进程为构建这一新型关系提供了制度保障;最后,新型大国关系的理念创新为构建这一新型关系提供了价值取向。

To promote the construction of a new Sino-US military relationship is the consensus reached by the leaders of the two countries under the framework of the new type of great power relationship. This policy has great positive significance to both countries and the world. Specifically, the construc- tion of the new military relations can make the military relations change from the ＂short hoard＂ to a new growth point and infuse new power for the long-term and stable development of relations between the two countries. Also the construction of the new military relations can help to cool the hot issues in East Asia, remodel the security architecture of the Asia Pacific region, and make good peripheral securityenvironment for the sustainable development of China. Of course, the construction of the new military relations has its feasibility. First, the common national interests between China and the United States provide the foundation for building the new relationship; Secondly, the international community mechanism in the era of globalization provides systemic security; and finally, the concept of innovation of relations model between big powers provides value orientation for building the new relationship.
