江苏省城乡公共文化服务均等化过程中的困境及对策研究

Dilemma and Countermeasures of the Equalization of Public Cultural Service in Urban and Rural Areas of Jiangsu Province

近年来,江苏省不断完善公共文化服务体系,取得了令人瞩目的成绩。但是,城乡差距依然较大,主要体现在:农村公共文化服务经费投入不足,农村公共文化基础设施建设落后,农村公共文化服务人才缺乏,农村基本公共文化服务薄弱。针对这些问题分析了原因,提出了改进措施和对策:应加大财政投入力度及创新财政投入机制,制定推动城乡公共文化服务均等化的法规条例,拓展和创新农村公共文化服务供给模式和服务方式,加强公共文化服务人才队伍建设。

In recent years,the public cultural service system of Jiangsu province has been improved,and remarkable achievements have been made.But the urban-rural gap is still very large,mainly reflected in funding shortage of rural public cultural service,lag of rural public cultural infrastructure,lack of talents of rural public cultural service,and weakness of rural basic public cultural service.For the above problems,this paper analyzes the causes and puts forward improvement countermeasures as follows：increasing financial investment efforts and innovation of financial input mechanism;making regulations to promote the equalization of urban and rural public cultural service;expanding and innovating the supply and service mode of rural public cultural service,and strengthening the construction of public cultural service team.
