瑞典图书馆法的修订历程

Revision History of Sweden's Library Law

瑞典在1996年制定真正意义上的图书馆法。十多年后,政府和图书馆界在评估之后,认为在内外因素不断变化的情况下,图书馆法应当进行修订。2012年瑞典政府提出修订草案。2013年,瑞典国会通过新图书馆法。对于新图书馆法,瑞典社会反响不一。瑞典图书馆法由政府主导修订,包含所有公立图书馆系统,体现以读者为中心的服务导向,不过依旧需要解决中央和地方职责分配的问题。

Sweden passed a library law in real sense in 1996. After about a decade, the Swedish Government and library community evaluated the law and decided on the necessity of amendment. In 2012, a draft of amendment was presented by the Government and in 2013, Swedish Parliament passed the amendment. Yet it was received differently across the Sweden. Overall, the amendment was proposed by the government, covers entity within tile public library system, and stresses the focus on reader service. But the problem of responsibility designation between the central and local remains unsolved.
