公共服务社会化背景下政府角色与行为问题探索——基于社会组织的调查研究

Study on the Government's Role and Behavior at the Background of Public Service Socialization——Base on the Investigation of Social Organizations

公共服务社会化背景下,构建服务型政府成为现代公共管理的必然要求,亦是行政管理体制改革的一大目标。但当前政府角色不够明确,导致管理与服务行为宽泛不清。调研发现,当前蓬勃发展的社会组织对政府角色与行为问题有较高的期望和要求,需要政府"资源关怀",却又希望政府"价值中立",认为政府应是社会的"政策制定者、平台搭建者、形象树立者",应从事角色对应的行为活动。

In the background of public service socialization, to construct a service-oriented government has be- come an inevitable requirement of modern public management, which is also a major goal of the reform of administrative system. But the role of government is not enough clear, which leads to a broad and unclear behavior of management and service. Related research found that the flourishing social organizations have high requirements and expectations for government＇s role and behavior, they need resource concern from the government, but expect government with a ＂value neutrality＂ at the same time, hope that the government should be a policy maker, a plat＂ form builder and a image maker of society, and should engage in the corresponding activities of such roles.
