当前社会主义协商民主的程序化建设比较薄弱,在一定程度上影响了民主协商制这一制度充分发挥其独特优势。为改善这一现状,推进社会主义协商民主向程序化方向发展,就需要明确"协商民主"与"程序化"的内涵,深化二者的综合研究,从而准确把握社会主义协商民主程序化建设的含义、内容、价值取向、实现路径,进一步推进社会主义协商民主制度的完善,建设社会主义制度下的政治文明。

To a certain extent,the procedural construction of socialist deliberative democracy is weak, and it has a certain effect on the system of democratic consultation. To improve this situation, to promote socialist democracy and consultation to develop in the direction of the program,it is needed to clear the connotation of “deliberative democra- cy” and “program” ,deepen the comprehensive research,to accurately grasp the socialist democratic consultation pro- cedures of the construction of meaning,content, value orientation,path ,to further promote the perfection of the social- ist system of the deliberative democracy and system to construct socialist political civilization.
