民族地区法治型行政文化构建路径分析

A Construction Path Analysis of Administrative Culture of the Ethnic Areas by Law

加强民族地区行政法治建设、构建法治型行政文化成为全面推进依法治国的必然要求。但民族地区"人治型"行政文化、重视权力—义务关系等制约因素,造成了法治型行政文化构建的艰巨性。为此,民族地区法治型行政文化的构建应坚持创新和变革之路。

To strengthen the construction of administrative culture in the minority areas and construct the admin- istrative culture of the rule of law has become the inevitable requirement of promoting the rule of law. But the ad- ministrative culture of ethnic minority areas “rule by man”, stressing the rights and obligations and other con- straints cause the difficulty of the construction of administrative culture of the model of rule of law. Therefore, the construction of the administrative culture of the ethnic minority areas should persist the way of innovation and transformation.
