摘要
在考察法国中央和地方政府的选举制度以及普选在法国演变历史的基础上发现,一方面,普选的实现是一个循序渐进的过程,会因国别的不同而产生较大差异;另一方面,法治是实现普选的根本保证,这对解决当前香港普选问题有重要启示意义。香港应循序渐进地建立普选的"个别化模式",并应通过法治手段解决普选过程中出现的争议。
According to the central and local election systems and the evolution of universal suffrage in France, we find that the realization of universal suffrage is a gradual process, which may be quite different from country to country, and legal system is the fundamental guarantee. This discovery could inspire the universal suffrage in Hong Kong in two ways： on one hand, Hong Kong should establish its ＂specific pattern＂ of general election gradually and orderly ; on the other hand, disputes arising in the process of universal suffrage should be resolved by means of the rule of law.
