摘要
政府绩效管理是政府部门对其内部工作进行管理的一项基本职能,同时也是转变政府职能方式、提高政府工作效率的有力工具。自从党的十六届三中全会提出要建设服务型政府,积极推进服务型政府的绩效管理就成为了当前转变行政管理方式的迫切要求。在我国,以服务公众为导向的理念也契合了科学发展观的"以人为本"这一理念,体现出党对建设服务型政府的本质要求,成为了政府绩效管理的改革方向。而将政府的绩效管理从传统的以经济为重心的模式转变至以服务公众为导向的模式,不是个一蹴而就的过程。政府需要做多方面影响因素的考量,并策划出一系列规范政府绩效管理行为的指导性文件。
Government Performance Management is one of the basic functions of government departments for managing their inter-nal work, as well as the powerful tool of the transformation of government functions and the improvement of the government efficien-cy. Since the proposing of building a service-oriented government in the third plenum of 16th CPC Central committee, promoting the performance management of service-oriented government actively has become the urgent request of the current transformation of ad-ministrative management mode. In our country, public service-oriented concept is also in accordance with the Scientific Outlook on Development of the“people-oriented” concept, and also reflects the essential request of the party to build a service-oriented govern-ment and becomes the direction of the government performance management reform. But it is not an overnight process to change the Government Performance Management from traditional mode which keeps the economy as the center to the service oriented mode. The government needs to do the various influence factors of consideration, to standardize the behavior of the government performance management and to plan a series of guidance documents.
