基于农业生态服务价值内涵的耕地资源社会价值探析——以河南省为例

Social Value of Arable Land Based on Definition of Agricultural Ecosystem Services Value:Taking Henan Province as an Example

保护耕地资源,维持农业生态系统健康是保障我国农业可持续发展的重要前提。在分析国内外农业生态系统服务研究现状的基础上,分析农业生态系统服务内涵和类型,并据此界定耕地资源社会价值内涵,利用优化的价值评估方法对河南省耕地社会价值进行评估:2013年单位面积耕地社会价值为142.59万元/hm2,价值总量为116.76×1011元,其中社会稳定价值为26.78×1011元,占22.9%;社会保障价值为89.98×1011元,占77.1%。理论和案例研究表明:耕地资源社会价值研究在理论上利于优化价值评估方法和为耕地生态补偿创造良好的科学前提;在现实中利于创新土地制度,构建和完善城乡统一的社会保障制度。

Various ecosystem services are offered in arable land and their health is a key factor to realize agricultural sustainability in Chinese rural areas. Based on a comprehensive literature review,the paper analyses the definition and types of agricultural ecostem services in order to define the social value of arable land in Henan. Then,with the help of improved evaluation methods,it evaluates the social value of arable land in Henan by ways of opportunity cost,shadow price,market value and so on. It draws the conclusion that the total social value of arable land in Henan was 116. 76 × 1011 RMB,equivalent to 142. 59 × 104 RMB / hm2 in 2013.Among them,the social stability and security value went up to 22. 9 % and 77. 1 % separately. Therefore,it is important to the public be informed of the social value of arabe land in Henan because it is the largest grain production area and developing area in China. Finally,study on the social value helps to make improvement in evaluation methods of ecosystem services and build the Chinese social security in rural areas.
