南海油气资源共同开发“区块”选择探究

The research on the selection of “block”of oil and gas resources in the joint development in the South China Sea

中国的南海油气资源储量丰厚,享有"第二个波斯湾"的美誉。近年来,中国就南海油气资源共同开发问题做出了不懈的努力,并取得了一定的成效。当前南海油气资源共同开发并没有实质性进展,影响共同开发"区块"选择的障碍包括各国对专属经济区和大陆架界限主张的冲突、争议海域界定模糊、对"共同开发"理解各异、区域外大量国家或企业卷入等。提出"区块"选择应当遵循的原则,通过和平谈判的方式明确争议海域,促使石油公司参与"区块"选择,从低敏感领域合作着手,多方式确定"区块",以此解决上述障碍。

The South China Sea has vast oil and gas reserves and is considered ＂the second Persian Gulf＂. China has made many efforts on the oil and gas resources joint development in the South China Sea in recent years and has gained achievement. The joint development of the oil and gas resources in the South China Sea has not achieved substantial progress. The barriers to the selection of ＂block＂ include the claims conflict of different countries in the exclusive economic zone and the boundary of continental shelf, the vague definition of ＂disputed sea area＂, the different understanding of ＂joint develop- ment＂, a large number of countries and enterprises outside the region involved in the dispute of South China Sea and so on. In order to solve the obstacles, the research puts forward some advices including some principles which China should follow in the selection of ＂block＂, the peaceful negotiation way through which to clear the ＂disputed sea area＂, prompting oil companies to participate in the selection of ＂block＂, cooperating in the low sensitive areas in the first way, and determining the ＂block＂ by muhi-ways.
