关于丽水市是浙江省生态重心的研究报告

Lishui City as Ecological Focus of Zhejiang Province: A Research Report

为加快丽水市的生态文明建设和生态经济发展,就丽水市在浙江省生态文明建设中的定位问题开展了专题研究。研究结果表明:丽水市在浙江省的战略定位需由"生态屏障"提升为"生态重心"。明确提出丽水必须坚持走绿色生态发展之路、构建并完善生态建设和保护的优惠政策体系、进一步加大生态价值置换和财政转移支付的支持力度等具体性建议,真正促使丽水的"绿水青山"变为现实的"金山银山"。

To speed up the construction of ecological civilization and the development of ecological economy in Lishui city, the research group conducted a monographic study on the issue of the specific functional orientation of Lishui city in the overall construction of ecological civilization in Zhejiang province. The result indicates that the strategic functional orientation for the city＇s ecological construction needs to be uplifted from the provincial ecological protective shield to the provincial ecological focus. Based on the research, the research group puts forward a clear-cut suggestion that Lishui should firmly follow its established road of green and eco- development, formulate and perfect its preferential policy system for ecological construction and protection, further intensify the strength of support in the swap of ecological value and the fiscal transfer payment so that the green hills and clear water in Lishui can be turn into real mines of gold and silver for its people.
