丽水市“十二五”公共文化服务体系建设的实践与思考

The Construction of Public Service System of Culture in 12^(th) Five-Year Plan Period in Lishui: Practice and Reflections

为全面贯彻落实中央和文化部关于加快公共文化服务体系建设的重要精神,丽水市始终坚持以政府为主导、公共财政为支撑、公益性文化单位为骨干、城乡均衡发展为要求和满足人民群众的基本需求为目标的原则,鼓励和引导社会力量积极参与,大力加强公共文化基础设施建设,构建并完善向社会提供公共文化设施、产品和服务的制度体系。根据市政府的"十三五"规划前期重大课题研究安排,紧紧围绕丽水市公共文化服务体系建设实际,同时结合赴各县(市、区)实地考察和调研获取的数据,侧重就丽水市"十二五"期间公共文化服务体系建设体制机制、实现路径、政策举措、绩效评估和社会参与等方面的成功经验及存在问题进行系统总结与深层次探析,在此基础上明确提出一些具体建议,为科学编制和有效实施"十三五"公共文化服务体系建设规划提供有益的参考和借鉴。

To implement the decrees of the CPC central committee and the ministry of culture, the local government of Lishui inspires the active participation of community forces, greatly intensifies the construction of infrastructures of public culture, establishes and perfects the institutional system for providing people with facilities, products and services of public culture, persistently following the principles of government-guided, public finance-supported, non-profit cultural institutions as a dominant force and the balanced development in urban and rural areas, and adhering to the objective of meeting the primary needs of people for cultural service.Based on the arrangement of advance research made by the municipal government for formulating the 13^th Five-year Plan as well as the realities of the city and the data collected through investigation, a systematic summarization and in-depth analysis of the successful practices and the existing problems in construction mechanism, ways of realization, policies and measures, performance evaluation and community involvement are conducted. On this basis, some specific suggestions are proposed for the scientific formulation and efficient implementation of the 13^th Five-year Plan for the city＇ s construction of public service system of culture.
