Public Opinion Embedded in Township Governance: Investigation on Development Path of Deliberative Democracy at the Grass-roots Level: An Analysis based on the Joint Autonomy System of Yaxi Township of Lishui

随着农村经济社会发展,我国现行乡镇治理机制在职能配置、治理结构、社会监督等方面呈现出不适应性,有必要通过加快发展基层协商民主予以优化。丽水市雅溪镇探索"联合治事、跨村理事、协商办事"的联合自治机制,通过构筑开放式组织化协商载体、创新融入式工作方法、畅通全方位协商渠道、健全系统化协商制度保障,保障了基层协商民主发展所需的平台开放性、行为集体性、机会均等性、决策协商性等要素,优化了乡镇治理。雅溪镇的探索对发展基层协商民主提供有益的个案思考,具有深刻的价值意蕴。

With rural economic and social development, the current system of township governance manifests inadaptability in aspects like the allocation of functions, the structure of governance and the supervision from community. It is thus necessary to optimize the system by accelerating the development of grassroots consultative democracy. Yaxi township of Lishui city has optimized the township governance by exploring a joint autonomy system with which people administer public affairs jointly, tackle public issues across village and resolve problems through negotiation. By constructing open and organized platforms for negotiation, formulating innovative and interactive working procedures, lubricating all-around channels and perfecting systematic institutional guarantee for negotiation, this system has ensured the openness of platforms, the communality of behaviors, the equality of opportunities for all parts concerned and the negotiability of decision-making. The experience gathered in the township is of profound value for to the development of grassroots consultative democracy.
