乡镇撤并中的治理难题与破解——以嵊州为例

摘要 乡镇政府"治理"改革包括制度和职能两个层面,但由于历史和现实的原因,改革开放以来历次乡镇改革都未能从根本上触及这两个层面。乡镇撤并不是简单的"撤乡并镇",更涉及到原乡镇债务分配、国有资产置留、工作人员分流等一系列利益分割问题,以及伴随它所产生的乡镇"治理"难题,而这些难题都根源于"压力型体制"的存续。所以,要在新的乡镇"治理"理念的引导下,尝试通过推进基层民主建设和发挥市场在资源配置过程中的决定性作用等做法以冲破"压力型体制",并探寻出一条乡镇撤并的新路径。 The reform of governance by township government involves two respects: systems and functions. Due to certain historical and practical reasons, all previous reforms since reform and opening-up policy began to be implemented has not involved these two respects in a sense of radical change. Township merging is not a physical change but one that involves the distribution of original liabilities, retention of national assets, reposition of personnel, other issues related with the division of benefits and the problems of governance that may arise from them. These problems are deeply rooted in the pressure system. It is therefore very necessary for us to drawn on the new idea of governance and mouse out a new path for township merging through promoting democracy at grass-root level democracy at grass-root level democracy at grass-root level and well exploit the decisive role of market in allocating resources.
