摘要
伴随全球化带来的治理风险以及国家治理能力现代化方案的提出,治理走向善治生态成为理论和实践的必然。善治生态范畴的提出是对传统治理模式作出的积极反应,是国家治理和社会运行自我保护的理性应对,是对作为治理方式进行的反思性创新。善治生态以善治正当性、整体关联性、动态平衡性和限制因子性为基本特质。善治生态稳健运行的前提在于其有合理的运行结构,国家与社会的互动、美德与政治的互渗、法治与德治的互为是善治生态的重要结构。由于善治见证了底层社会的生长现实和逻辑,因而善治生态的实现要以底层作为考察视角。同时,善治生态要以政府的反思性为重要关注,并在此种关注中呈现批判性维度。最后,善治生态要在政治文化场中共同推进,即要在善治本身遭遇的社会框架内找寻到一个可以和善治文化相衔接的承接点的同时,避免文化偏见,以先进的文化引领善治生态建设。
Due to the governance risk caused by globalization and modernization, the change from governance to effective ecological governance becomes inevitable both in theory and practice. The raising of effective ecological governance is a positive response to the traditional governance model, a rational handling to the self - protection of national governance and social operation, and a reflective innovation of governance pattern. Effective ecological governance holds the following basic characteristics : effective governance legitimacy, overall relevance, dynamic balance and constraining factors. The premise of sound operation of effective ecological governance lies in its reasonable operating structure, while the interaction between sate and society, mutual infiltration of virtue and politics and the mutual functioning between rule of law and rule of virtue are its major structures. Because effective governance witnesses the growing reality and logic of the bottom, its implementation should be achieved from the bottom. Meanwhile, effective ecological governance should take reflective government as a major concern in which a critical dimension should be presented. At last, effective ecological governance should be promoted together with political culture which means finding a linking point with effective governance culture in the social framework it encounters, avoiding cultural bias and finally using advanced culture to lead effective governance construction.
