对深化北京涉农水务改革的认识与思考

Consideration on deepening reform of rural water affairs in Beijing

在分析北京涉农水务面临新要求、新挑战、新任务的基础上,就如何深化当前北京涉农水务改革,提出了让农民发挥主体性作用、让市场发挥决定性作用、让水资源发挥约束性作用的意见,并就提升行业管理服务水平提出了减少审批与优化程序、制定政策和标准、完善监督与服务等适应改革的要求。

Recommendations are made on water affair management in rural areas of Beijing, based on analysis of new requirement, challenges and tasks. It is suggested to let the farmers taking the leading role, let market playing the decisive role and let water resources playing a binding role. In order to improve management and service and adapt to the requirement of reform, concrete measures need to be taken by reducing and optimizing approval procedure, issuing new policies and standard and strengthening supervision.
