Development of the Mixed Ownership Economy

十八届三中全会明确提出积极发展混合所有制经济,使经济体制改革成为全面深化改革的重头戏。文章分析了国家提出发展混合所有制经济的重大意义;针对地方发展混合所有制经济提出了分类实施、有序发展的基本方向,交叉持股、相互融合的基本思路以及公开透明、公平竞争的基本路径的思考;针对这些思考,应采取竞争性、公平公正的市场环境,深化国有资本和国有企业改革,降低企业税负与民营企业共同推进混合所有制经济发展等对策建议。

It has been proposed to develop the mixed ownership economy at the third plenary session of the eleventh central committee,which makes the economic system reform an important and a comprehensive one. The major significance of the positive development of the mixed ownership economy is discussed. The basic direction guiding the way of categorization and developing order is proposed. The basic idea of cross-shareholding and integration and way of making this open and justice are also concerned. According to the thinking above,suggestions are proposed in terms of developing a competitive and justice market environment so as to deepen the reform of state-owned capital and state-owned industry and release the enterprise burden.
