新军事变革背景下中国国防经济战略转型的因素分析

Analysis of Factors Chinese Defense Strategic Economic Transformation under the Background of New Military Revolution

近年来,我国国防经济建设取得了阶段性成果,但是用科学的标准衡量,还存在着一些不可忽视的问题:国防经济投入观念守旧、国防经济人才不足、国防经济信息化水平低、国防经济管理制度不科学、军兵种费用结构不合理等。从整体上看,中国国防经济发展呈阶段性、动态性和不均衡性,滞后于主流经济的发展。本文采用数据分析的方法,理性挖掘国防经济和国民经济的相关性,并以新古典经济学国防费用需求模型为依据,对我国军费投入的结构进行分析,为科学调整我国国防经济投入数量和投入方向提出合理性建议。面对世界国防经济发展大潮,应对信息化战争的挑战,适应社会主义市场经济体制的环境,有效履行我军的历史使命,积极推进中国特色的军事变革,必须坚持以科学发展观为指导,全面推进国防经济建设的战略转型。

In recent years, China＇s national defense and economic construction has achieved periodical results. But assessed with the scientific standard, there are still some problems that cannot be ignored： such as the concept of national defense economic investment, shortage of talents, low informationization level, unscientific economic management system; unreasonable fee structure among various army types, etc. Generally, Chinese defense economy demonstrates a periodic, dynamic and unbalanced development, lagging behind the development of the mainstream economy. The data analysis method, rational mining the correlation between defense economy and national economy, and to new classical economics defense ex- penditure demand model as the basis. The structure of China＇s military spending were analyzed, for scien- tifically adjusting the national defense economic investment quantity and investment direction put forward reasonable suggestions. The construction of national defense and economy has to adhere to the Scientific Development Outlook, comprehensively promote the transformation of national defense construction strat- egy, so as to go with the tide of economic development of the world＇s defense, to deal with information warfare, to adapt to socialist market economy and to effectively fulfill our historical mission.
