文章阐述了基层图书馆公共服务体系的社会责任、构建要素,以示范区创建背景下的都市模式和基层模式为借鉴,针对基层图书馆公共服务体系建设的困境,对基层图书馆的社会责任、资源整合、联盟机制和资源管理平台等进行思考。

This article expounds the social responsibilities and constructing elements of the service system in grassroots libraries. By drawing on the experiences from the both urban mode and grassroots mode under the environment of exemplary zones, and aiming at the extrication from the difficult position of the grassroots libraries, the author of this article holds that in the process of the construction of the public service system, social responsibilities, resources integration, library consortia, and the platform of resources management should be taken into consideration.
