摘要
上海自贸区发展国际航运服务,有助于打破现行僵化的经济体制机制,适应国际贸易投资规则与体系重塑新形势;有助于提升上海自贸区服务贸易国际竞争力,打破服务贸易与货物贸易不平衡发展格局;有助于把握国际航运产业战略东移机遇提前布局,推动上海国际航运中心与中国航运强国建设。上海自贸区运行一年多来,洋山保税港区作为上海自贸区国际航运服务和离岸服务功能区以及上海国际航运发展综合试验区核心载体,拥有一流的硬件基础设施,吞吐能力日益增强,国际枢纽地位进一步凸显。但是,由于存量航运服务能级不高,形式开放而业务未激活,营商环境不够优化,综合配套服务仍然偏弱,洋山保税港区面临发展瓶颈。"十三五"时期,为进一步提高航运制度创新与服务开放示范能力,洋山保税港区应遵循"三化目标、四个定位、三项计划"的发展思路,着力推进高端产业基地计划、创新航运功能计划、航运协调储备计划三项计划,而上海自贸区应不断探索航运开放新领域,优化服务环境,深化税制改革,加强体制创新,建立联动机制,带动上海乃至我国国际航运服务能级再上新台阶。
Developing international shipping service in China(Shanghai)Pilot Free Trade Zone is conducive to break down rigid system,upgrade service trade competitive power,promote the construction of Shanghai international shipping center and make China to be powerful with the help of shipping industry. Since the establishment of China(Shanghai)Pilot Free Trade Zone,Yangshan Bonded Port Area,with function of international shipping service and offshore service and the core carrier of comprehensive pilot zone of international shipping,has gained such advantages of the first class infrastructure,increased capacity,and the increased position as the international hub. But the development of this area is facing more bottlenecks. During“the 13th Five-year Plan”period, to further improve the capacity for being the pilot in terms of institutional innovation and opening up,this area should follow the development thought of“three goals,four orientations and three plans”,continue to explore new field of shipping opening,optimize service environment,deepen tax system reform,strengthen system innovation, establish the linkage mechanism,and eventually drive Shanghai and Chinese international shipping service level to a new step.
