整体性治理已成为后新公共管理时代主流的政府治理模式。中国政府迈向整体性治理需要克服组织结构、文化堕距和行政生态环境三重约束。中国政府向整体性治理的基本方略在于优化结构和转变职能,推进行政文化转型和建构共治导向的行政生态环境,促进国家治理体系和治理能力现代化。

Holistic governance has become the main governance pattern in the post-new public management era. There are three constraints to conquer composing of organization structure, cultural lag and administrative ecology environment in the course of Chinese government matching towards holistic governance. To advance Chinese government towards the transition of holistic governance, the essential strategies are to optimize the structure and change the function continuously, narrow the cultural lag and construct the administrative ecology environment of the joint governance- oriented. This will help to achieve the modernization of the national governance system and governance capability.
