地方国有森林资源产权制度改革是林业改革的核心问题之一。结合七台河市林业局森林资源产权改革的历史和职工生产生活存在的诸多问题,阐述了森林资源产权制度改革的原则、法律依据和具体办法,特别强调了产权制度改革必须进行林业管理体制、经营机制改革的必要性和具体的配套措施,以保障和稳固产权制度改革的成果。

The reform of local state- owned forest resources property right is the core of forestry reform. This paper is based on the history of forest resources property rights reform of Forestry Bureau of Qitaihe city and the problems of production and life of workers,expounded the reform principle,the legal basis and the concrete method of the reform of the forest resources property rights. In particular,the necessity and specific measures of the reform of forestry management system and management mechanism must be emphasized,to protect and consolidate the results of the reform of the property rights system.
