摘要
以郑州地区的失地农民为研究对象,依据收集的476份问卷调查资料以及广泛深入访谈所掌握的相关情况,采用模糊评价的定量研究方法,利用相关调研数据,通过工作质量、就业稳定性、工资福利与保障、就业能力四个方面的衡量指标构建了失地农民就业质量的指标评价体系,并分别从失地农民就业质量的四个评价指标进行了定量分析,得出了失地农民就业质量较差的研究结论。由此建议:通过完善相关法律法规,制定相关的失地农民权益保障法,建立失地农民工资及社会保障支付监控制度,要求用工单位必须与失地农民签订劳动合同等,从制度上保障失地农民的合法权益;健全公共就业服务机构,强化"一站式就业服务"模式,统筹城乡就业,实行失业登记制度;建立健全技能培训网络,从征地补偿款中落实专项技能培训资金,积极组织失地农民参加非农就业的职业技能培训。
This essay takes the landless peasants of Zhengzhou City for example to construct evaluation index system for landless peasants' employment quality from the aspects of the quality of work, job stability, wages and benefits and protection, employability by using the methods of fuzzy evaluation, with a total of 476 valid questionnaires. It is concluded that the employment quality of landless peasants is poor. Accordingly, the government should improve relative regulations, make out relative protection act for landless' interest, set up surveillance system for landless peasants' wages and social security, ask the unit to sign contract with landless peasants, perfect public employment services, strengthen the model of "one - stop employment service", integrate urban and rural employment, build up vocational training network, and actively organize landless peasants to participate in non - farm employment in vocational skills training.
