摘要
从高校选调优秀应届大学毕业生到基层培养锻炼,可以追溯到1965年。改革开放以后,1980年代初国家重新开始了选调优秀大学毕业生到基层工作的实践。30多年来,选调生政策得以延续并且不断深化,选拔规模不断扩大、培养力度不断增强。选调生政策的实施效果在实际工作中呈现多方面的特点,也凸显了该政策的价值取向面临的挑战。本文梳理了选调生政策的历史发展脉络,通过对部分选调生的访谈分析了选调生政策的价值导向及其在实际运行过程中的效果,并对高校更好地开展选调生的选派工作提出了相关建议。
The practice that excellent graduates were selected and appointed as cadres in the grass-root government departments can date back to 1965.It resumed on at the beginning of 1980 s.For the following 30 years,the Appointed Cadres in Grass-root Government Departments Policy has been continuously carried on.The scale of selecting graduates grows wider and the efforts of cultivation are strengthened.As a policy,its effects present different features in practical experience and challenges in the process of implementing.Using the data from the interviews with the selected graduates,this paper sums up the historical development of the policy,the guiding directions of values in the process of selection and the effects of the policy.At last,the authors put forth some suggestions for improving the selection in universities and colleges.
