关于铁路用地开发利用的思考

Thoughts on Development and Use of Railway Territory

铁路用地是铁路运输企业的无形资产,把握国家支持铁路用地开发利用的时机,依法实施铁路用地开发利用,既可以有效保护铁路用地,又可以促进铁路运输企业的可持续发展。在分析铁路用地开发利用影响因素的基础上,结合当前铁路用地开发利用的政策机遇,提出铁路用地开发利用的建议,即树立铁路用地的资产意识,注重铁路用地基础管理和保护,用好用足国家支持政策,优化铁路用地开发企业资源整合,做好开发用地规划。

Railway territory is an intangible asset of railway transport enterprise, grasping the opportunity of nation supporting development and use of railway territory and implementing the development and use according to law could not only protect the railway territory effectively, but also promote sustainable development of railway transport enterprise. Based on analyzing influence factors of development and use of railway territory, combining with the policies and opportunities of current development and use of railway territory, this paper puts forward suggestions on the development and use, such as establishing assets consciousness of railway territory, paying attention on basic management and protection of railway territory, fully using national supporting policies, optimizing resources integration of railway territory development enterprises and well establishing land development plan.
