多中心治理视角下地方政府合作机制——以“中国白酒金三角”为例

The Cooperation Mechanisms of Local Governments in the Perspectives of Polycentric Governance: Case Study of Chinese Baijiu(Liquor)Golden Triangle

在我国区域合作中,地方政府之间合作至关重要。根据奥斯特罗姆提出的多中心治理理论,建立由地方政府牵头、具有产业发展的基础和必要条件、多种利益相关者共同参与的合作机制,有利于区域的协同发展。为了探索以特殊产业为基础的区域合作规律和打造区域发展核心竞争力,课题组以"中国白酒金三角"地区白酒产业合作为例,试图构建涉及3个地区的地方政府、区域内不同产业、白酒产业以及不同规模的白酒企业等多层次、多类型的地方政府合作机制。

At present, the cooperation among local governments is of vital importance in regional cooperation. According to polycentfic gover- nance theory proposed by Ostrom, the local government-led cooperation mechanism, with basic and necessary conditions for industrial development, and involved in wide participation among various stakeholders, was established, which was conducive to the development of regional collaborative development. In order to explore regional cooperation rules on the basis of a particular industry, and to build the core competitiveness of regional development, Chinese Baijiu（liquor） Golden Triangle was taken as the example to explore its multiple-level and multiple-type cooperation mechanisms involved with three regional governments, different industries in those regions, and distilleries of different sizes.
