摘要
近年来我国诸多海上超长桥梁建成通车,有效地解决了"两岸"的交通瓶颈,有利于区域社会经济发展。海上超长桥梁施工属海上作业,自然环境恶劣、施工技术复杂且风险高,建设单位对该类项目的组织管理难度巨大。本文通过对现行的海上超长桥梁建设组织管理模式,即工程建设指挥部、项目法人责任制、PPP/BOT模式下的项目公司管理以及首次在南澳大桥建设中应用的技术代管模式进行归纳、总结,分析不同模式下的组织机构,并据此对比四种模式的特点,力求为我国海上超长桥梁建设组织管理模式的选择和拓展提供借鉴和参考。
In recent years, many maritime super-long bridges are built, which effectively solve the "cross-strait" traffic bottlenecks and are conducive to regional social and economic development. Maritime super-long bridge construction belongs to offshore work. Due to harsh natural environment, complex and high-risk construction technology, the organization and management of project is difficult for construction unit. Based on the summary of the current organization and management modes for maritime super-long bridge construction, including project construction headquarters, the project legal person responsibility system, project company management under PPP/BOT mode, as well as the technology escrow mode firstly applied in the construction of Nanao bridge, this paper analyzes the organization structures under different modes, and thus compares the characteristics of four modes, to provide refererice for selecting and expanding organization and management mode of maritime super-long bridge construction.
