全面停伐背景下重点国有林区改革及发展路径分析——以绥阳林业局为例

The Path Analysis of Reform and Development in the Key State-Owned Forest Region under the Background of Full Stop Commercial Logging Policy——Taking Suiyang Forestry Bureau for Example

基于2014年黑龙江森工集团、大兴安岭森工集团,全面停止天然林商业性采伐的政策背景,以绥阳林业局为典型案例,通过对实地走访调研,围绕全面停伐政策实施后重点国有林区可能产生的一系列经济、社会问题深入展开影响分析,并结合绥阳林业局客观实际,明确全面停伐政策实施后林区改革发展思路,从深化重点国有林区体制改革、加强森林可持续经营、完善和充实重点国有林区社会保障机制等层面具体阐述重点国有林区应对全面停伐政策实施的关键路径,一定程度上促进重点国有林区在新的时代背景下尽快地实现其经济转型、社会稳定及生态文明和谐等目标。

Based on the policy background that logging forest commercial cuts was comprehensively stopped in Longjiang forest group and Daxing＇ anling forest group of Heilongjiang province in 2014, the example of Suiyang forestry administration, through the field survey in Suiyang, surrounding a series of economic and social problems that may be produced after the implementation of comprehensively stopped logging forest commercial cuts policy in the key state-owned forest region to analyze the impact of that policy, and combining the objective reality of Suiyang forestry bureau to clear the methods of forest region reform and development after the implementation of comprehensively stopped logging forest commercial cuts policy, from the level of deepening of the key state- owned forest region reform, strengthening the forest sustainable management, improving and enriching the social guarantee mechanism of key state-owned forest region to stating the critical path that how to deal with the policy of comprehensively stopped logging forest commercial cuts for the key state-owned forest region. To some extent, to promote the key state-owned forest region under the background of new era as soon as possible, achieving the aim of its economic transformation, social stability and harmonious ecological civilization.
