摘要
本文根据我国小城镇发展的客观需要和小城镇财政的实际情况 ,运用现代财政理论的分析方法 ,提出了进一步完善和规范小城镇公共财政体制、大力推进小城镇公共财政创新的新思路 :实施“四个转变”、“四个加强”和“四个创新”。
In accordance with the objective requirement for the small town's development and the small town's real financial situation, and by applying the modern theoretical analyzing method, this article brings forward some new considerations for further consummating and regulating the small town's public financial system and propelling the small town's public financial innovation. That is: implementing 'Four Transformation', 'Tour Strengthening', and 'Four Innovation'.
