我国大学生村干部政策完善问题研究:基于政策功能视角的分析

On the Perfection of the Policy of Selecting University Students to be Village Officials through the Perspective of Policy Function

着眼于培养社会主义建设者和接班人以及推进社会主义新农村建设的重大战略考量,实施大学生村干部政策具有重大的制度价值和现实价值。但总体上看,该政策的实施效果不尽理想,大学生村干部的选聘机制和办法、培养机制、工作条件和生活待遇、考评和激励机制等方面还存在不少问题。为此,应立足于为农村基层组织和各级政府培养干部这一基本制度功能和核心目标设计大学生村干部制度、从新农村建设的实际需要出发改进大学生村干部选拔任用机制、基于大学生的特点和优势建立系统的有针对性的大学生村干部培养机制。

The implementation of the policy of selecting university students to the countryside has significant system value and practical value from the strategic consideration of training socialist builders and successors and promoting building a new socialist countryside. But on the whole, the effect is not ideal. There are still many problems about the selecting and training mechanism, the student officials＇ working and living conditions, and their evaluation and incentive mechanism. Therefore, we should vigorously improve the policy of selecting university students to be village officials. To be specific, the first thing is to establish and improve the system of selection and appointment of village officials from college graduates; the second is to provide more effective political stimulus and material support measures for village officials from college graduates; the third is to bring the training system of village officials from college graduates into the cultivation system of the reserve team of Party cadres; the fourth is to coordinate different types of college students to the rural grassroots; the fifth is to link the plan of selecting village officials from college students to the ＂ first secretary＂ system of rural grassroots party organizations and the system of cadres＇ serving in a lower level unit for a period while retaining one＇s position in the previous unit.
