电大系统整体转型发展的战略思考与实践——以重庆广播电视大学为例

Study on Transformation Strategies and Practice of China's Radio and TV University System——Taking Chongqing Radio and TV University as an Example

围绕我国广播电视大学系统向开放大学转型这一重大战略问题,提出适应教育发展新常态,立足新起点,推进整体转型发展的战略思考。在对广播电视大学转型发展背景分析的基础上,提出转型发展的要义、范畴、目标、原则,并以正在努力筹建重庆开放大学的重庆广播电视大学为例提出了实现电大系统整体转型发展的实践路径,即以塑型发展为基础,运用优势发展、特色发展等策略思维,积极争取国家层面、系统上下支持发展,实现电大向开放大学的整体转型,以期为我国广播电视大学转型升级和开放大学体系建设提供理论参考和实践指导。

Around the problem about how to push the transformational development our from Radio and TV University System to open University System, this paper puts forward some strategic thinking. We should adapt to the new normal education development,start from a new starting point and promote the whole development. Based on the analysis on background of transformational development, this essay puts forward the concept, connotation, objectives, principles of the transformational development, and the practice path taking Chongqing R TV University as an example. We should ultilize the advantage and characteristic development strategies, actively strive for the government＇s supports and education system＇s supports, to realize the overall transformational development. The paper aims to provide theory reference and decisions pursuant for the system construction of the Open University.
