开放大学作为一种教育模式,承担着适应国家及地方经济社会发展和人的全面发展需要、促进学习型社会建设和终身教育体系构建的重大责任,旨在引导社会成员运用各类教育资源,实行个性化的自主学习。在依托广播电视大学建设开放大学的进程中,建设、整合优质学习资源,是改革与发展的核心问题之一。为使学习资源能更有效地满足学习者的需求,必须加强课程本身的内嵌学习支持力度,以"学习者为中心",科学设计学习材料、学习活动、学习评价,帮助学习者提高学习质量。

The Open University as a kind of education model, to adapt to the national and local economic and social development and people＇s all-round development needs, promote the construction of learning society and lifelong education system, build the major responsibility. Aims to guide society members to use all kinds of education resources, implement personalized autonomous learning. However, in relying on Radio and TV university in the process of construction of the Open University,how to build high quality learning resources, integration, is one of the core issues for the development of the Open University construction. Therefore, in order to make learning resources more effectively meet the needs of learners, learning support,strengthening the curriculum itself for its help and improve the quality of learning.
