我国风暴潮灾害造成的渔业损失评价

Research on fishery loss caused by storm surge disaster

我国风暴潮灾害频发,严重威胁着经济与社会持续发展。论文以受到风暴潮灾害影响的省区为研究对象,在总结有关风暴潮灾害研究成果的基础上,对其在渔业方面造成的损失进行了评估。首先从捕捞损失、水产养殖损失、渔业设施损失和社会损失四个方面科学地选取了渔业损失评价指标体系。其次,用因子分析法对我国不同省区风暴潮灾害所造成的渔业损失进行了评价,得出虽然山东、广东等沿海省区损失整体偏高,但是受风暴潮影响的湖南、江西和湖北等内陆省区由于防灾减灾机制薄弱,渔业损失更为严重的结论。最后,提出了完善风暴潮灾害预警体系、加强渔业养殖区防护、提高防台风工程质量等防灾减灾建议。

Storm surge disaster occurs often in China, which is a serious threat to economy and social sustainable development. The paper focuses on the provinces affected by the storm surge disaster, summarizes the research and evaluated the fishery loss. Firstly, the author explains the basic principle of establishing fishery loss index system, and chooses the loss indexes scientifically from fishing, aquaculture, facilities and society. Secondly, appraises the fishery loss among different provinces in China caused by storm surge disaster by using factors analysis. The author draw conclusion as follows： the losses of coastal provinces is on the high side, however, interior provinces is also high because of the weak disaster prevention. Finally, put forward proposals on preventing disasters, such as establish storm surge disaster warning system, strengthen fish culture zones, improve the quality of engineering, etc.
