文章分析了精神残疾和医疗保障的外部效应,并对政府在精神残疾患者医疗保障中的责任进行重新审视。明确了目前政府在精神残疾患者医疗保障制度设计上存在缺陷,精神卫生财政保障不足,精神卫生人力资源匮乏,影响精神残疾患者精神卫生服务需求的满足。建议政府通过优化医疗保障制度设计,加大精神卫生的财政投入,加强精神卫生人力资源的培养等措施,遏制精神残疾负外部效应的发生。

The externality of mental disability and medical security will be analyzed,government responsibilities for medical security of mental disabilities will be reviewed in this article. Institutional defects and insufficient investment in mental health services lead to the hysteretic system of community mental health services,which affects？ the health service requirements of mental disabilities. The measures of optimizing system design of medical security,increasing investment in mental health and perfecting community mental health service system will be taken to contain the occurrence of ？ negative externality of mental disabilities.
