帮扶式体系托管县乡中医药一体化管理模式的效果评价

Evaluation on the Effect of Integrated Management Mode of Urban and Rural Chinese Medicine Supporting Type System

目的:评价四川省成都市新都区在全国县乡中医药一体化管理试点工作中实施的帮扶式体系托管县乡中医药一体化管理模式(简称新都模式)的效果,为推广县乡中医药一体化管理工作提供科学依据。方法:以纳入成都市新都区一体化试点的区、镇、村共46家医疗单位为研究对象,综合采用查阅文献资料、问卷调查、实地考察和专题小组访谈等研究方法,应用统计软件SPSS17.0对试点前后的中医药指标进行比较分析。结果:实施新都模式后,成都市新都区在中医药基础设施建设、中医药人员队伍建设、中医药服务量、服务效率等方面的指标明显提升。结论:新都模式弥补了基层中医药管理体系的缺陷、健全了基层中医药服务体系、提升了基层中医药服务能力、缓解了老百姓"看病难、看病贵"问题。

Objective To evaluate the effect of integrated management of urban and rural Chinese medicine services（ Xindu＇s mode） in Xindu,Chengdu,Sichuan province and provide scientific evidence for decision-making in promoting the mode. Methods Forty-six medical institutions were bang into the study. Data were collect from literature,questionnaire,investigation and interview. Comparative analysis of indicator for TCM were made pre-and-post trail by SPSS 17. 0. Results Great improvement was made in urban and rural Chinese medicine services,especially in infrastructure construction,human recourses,medicine service capacity and efficiency. Conclusion The Xindu＇s mode remedy the lack of management functions,improve the medical and health service system of TCM.,enhance the TCM service capacity,relieve the social problem of ＂ high expense and difficulties in medicine＂.
