摘要 在普及义务教育之后,教育均衡发展问题被提上了重要地位,上海在20世纪80年代开始关注和探索教育均衡发展。上海教育均衡发展始于对薄弱学校的关注,从经费、硬件、师资、管理等角度优化资源配置,改善了底层学校的办学条件。近年来,上海基础教育内涵发展正在面临走向优质均衡的新问题,通过"新优质学校"、"绿色指标"等对"好"进行重新定义,从学生角度重新反思教育,关注以教育内涵发展为核心的实质均衡。目前,上海已进入高位均衡阶段,正为新时期的均衡发展目标深化基础教育课程改革和创新。教育均衡发展的关键在于教师,在于学校内在的成长性。 After the universal availability of compulsory education, the problem of balanced development of education was put on the important position, and Shanghai began to explore and pay attention to the balanced development of education in 1980s. Balanced development of education in Shanghai began with the attention of the weak schools, and tried to optimize the allocation of resources and improve the conditions of weak schools. In recent years, there were new problems in the balanced development of elementary education in Shanghai. Through the programme of "New Good School" and "Green Indicators", the qualities of education were redefined and rethink from the points of the students. The connotation of education was the core essence of the balanced development. The key to the balanced development of education lies in teachers and the intrinsic growth of schools. At present, Shanghai has entered a stage of higher balanced development which needs deepening of curriculum reform and innovation.
