China's natural gas consumption during the 13^(th) Five Year Plan period

全球能源消费整体增速放缓,油价可能较长时间持续低位运行,预计2020年中国可能实现的天然气消费量约为3000亿立方米或更低。为实现《国家能源发展战略行动计划(2014-2020年)》提出的"2020年天然气占一次能源的比例在10%以上"的目标,需要多管齐下努力扩大天然气资源供应,全方位、多手段地促进天然气消费,同时深化天然气市场化改革,理顺天然气价格体系,尽快颁布相关法律法规,强化对天然气产业中下游的监管。

Because of the slowdown in global energy consumption and likely persistence of low oil prices for quite a long time, natural gas demand in China is expected to be at most 300 billion cubic meters in 2020. In order to achieve the consumption targets proposed in the National Energy Development Strategy Action Plan(2010-2020), a multi-pronged effort needs to be made to expand the supply of natural gas resources, and broadranging action taken to promote natural gas consumption. In the meantime natural gas market reform needs to be deepened and the natural gas pricing system needs to be rationalized through enactment as soon as possible of appropriate laws and regulations to strengthen supervision of the midstream and downstream natural gas industry.
