服务型政府建设背景下的我国药品价格社会治理能力建设

Drug price social governance capability construction under the background of service-oriented government construction

行政管理体制改革的根本是实现从管理型政府模式向服务型政府模式的转变。多中心治理,是我国国家治理体系与能力建设的关键环节。聚焦我国药品价格治理困境,针对当前我国药品价格治理存在政府定价环节失真、单纯的行政降价未能有效控制药品价格以及药品集中招标采购在实际操作中产生异化等问题。结合服务型政府建设及社会治理结构相关理论,分析后认为:出现问题的原因在于治理手段的落后、非政府组织的力量弱小、公共利益的表达不充分以及社会道德的缺失等。通过借鉴国外的经验,提出通过形成多中心合作治理的局面;加强相关的社会组织的建设;注重培育合作伦理;适当运用规制手段等完善我国药品价格治理机制的建议。

The fundamental of the administrative system reform is to realize the transformation from management-oriented government to service-oriented government. Multi-center governance is the key of governance system and capacity building in China. By focusing drug price management dilemma, drug price management in China exist some problems that governmental pricing of drug price existed distortion, the pure administrative prices failed to effectively control the drug price and drug centralized bid procurement dissimilated in practice. From the source analysis, those were caused by backward governance means, weak non-governmental organizations, not sufficient public interest expression and the lack of social morality. From foreign experience, some suggestions are put forward to improving the drug price governance mechanism in China,forming a plurality of power-center cooperation governance situation, strengthening the construction of relevant social organizations, fostering the cooperation ethics, the proper use of the regulation means.
